Shops and Establishment Act is all about operating of commercials. It also  governs the working conditions and rights of workers engaged in the unorganized sector. Shop/trade licenses are subject of state that is anyone who wants to register shop or customer. they has to complete the registration under the state government. This includes wage payments, leaves and holidays, work hours, etc. Shop/Trade licenses are State subject and the rules differ accordingly.this licenses is mandatory for all kind of business and commercials entities. even if you work from home. Its has different categories like restaurant, hotel, the atre, commercials, retail/trade business. Every  Establishment needs to be registered under the state government.

The Shops and Establishments Act is a state legislation governing the proper functioning and conduct of businesses, within the state. The department where all the procedure is completed Labour Department. The shops and establishments act registration in the case of SSI or MSME businesses in the unorganized sector, serve as a proof of existence of business.

What is Shop??
“”shop” means any premises where goods are sold either by retail or wholesale or where services are rendered to customers, and includes an office, a store-room, godown, warehouse or workhouse or work place, whether in the same premises or otherwise, used in or in connection with such trade or business but does not include a factory or a commercial establishment.”
The shop & establishment Act has been acted in all the states by their government to regulate on the shops and restaurant, hotels and other types of business. . All commercial establishments must abide by The Weekly Holiday Act, 1942 enacted by the Central Government which governs the grant of holidays n a week.

What is establishment??
“”establishment” means a shop, a commercial establishment, residential hotel, restaurant, eating-house, theatre or other places of public amusement or entertainment to which this Act applies and includes such other establishment as Government may, by notification in the Official Gazette, declare to be an establishment for the purpose of this Act.”

Procedure for the registration of Shop & Establishment
As a owner of any kind of business you are required to registered your shop & business in the concerned department with following some procedures:
Submit application in prescribed format with n 30 days of starting of your shop/commercials.
After submission of  application, inspector verify your premise.
After Receiving  the Inspector shall verify the accuracy and correctness of the application. 
He give the review of verification in the registration establishment and generate your registration certificates. 
This certificate will be valid for 5 years and has to be renewed thereafter.
Remember, the registration certificate has to be assurance of your establishment.
There are following details which you need to fill right
Your name as the employer and the name of a manager, if any;
The postal address of your establishment;
The name of your establishment;
Such other particulars as may be prescribed.

Who has to apply for Registration under APSE, Act?
Any one who wants to start their shop ,business gas to registered their business with in the 30 days of the starting of the shop.

What is the Mode of payment of fee ?
Their is a fix fee for the registration. So you can pay that fees through various method like: e-payment, Challan,DD (demand draft) 

If the Employer want to change his/her Business ?? what he do??
If the owner of business is already registered then he has to send notice to inspectors for the change of business. and some proof with that for the change of business.

What are the rights & privileges of the employees under the Act ?
a) every employee receive the wages or salary at the time from the employer
b) every employee receive  18 sick and causal leave  in a year .
c) every employee receive overtime if he/she work more than 8 hours. And the overtime  is double at the hours basis.
d) Every employee is entitled weekly holiday paid and also National/Festival Holidays notified from time to time.
e) Every employee is eligible for encashment of the leave with wages for a period of 8 days in every year.

Who are the inspectors for the implementation of the Act?
All the jurisdiction will appoint the inspectors for the verification of the registration
